When you do see above a nice connection it is a connection to Fort Worth. I am in Fort Worth and am getting my Internet from Charter in Fort Worth.

Your closest server may or may not be the one you actually go through most. Do a tracert on your server and watch. You need to choose the server closest to the main pipeline you actually use and not necessarily the one in your town. I always get poor test results if I choose the Kansas City server but my route goes through Chicago mostly and I get great speeds testing to there. Compare those results to test to other places, Are they all that low? Remember you are using WiFi again and not the Ethernet connection that you already posted very good results from when using.
